At the time of writing (December 2025) here is the current situation regarding vehicle exise duty (VED) or road tax, congestion charge and ULEZ zones for electric vans.
Road Tax (VED / Road Fund Licence)
In short: no more road-tax discount simply for being electric.

From 1 April 2025, the exemption on zero-emission vans disappeared.

That means electric vans now pay the standard Light Goods Vehicle (LGV) annual rate, the same as diesel vans.
London Congestion Charge / City Congestion-Zone Charges

The long-standing exemption for zero-emission vehicles (which includes electric vans) under the Cleaner Vehicle Discount (CVD) ended on 25 December 2025.

From 2 January 2026, electric vehicles will need to pay the full daily Congestion Charge when driving in central London.

There will be a new discount scheme under Auto-Pay: electric vans/HGVs will pay 50% of the full daily rate under those conditions.
ULEZ & Clean-Air Zones

Electric vans remain exempt from ULEZ/low-emission zone charges, since those charges are aimed at reducing air pollution from high-emission vehicles. Zero-emission vans don’t pay tailpipe pollutants, so the usual exemption still applies.
